Welcome to the website for the City of Chester's Comprehensive Plan update - also known as Vision 2020. The City is in the process of updating the Comprehensive Plan that was completed in 1994 called "Vision 2000". The Pennsylvania Municipalities Planning Code requires regular updates to each municipality's Comprehensive Plan.
